Edit 9-18-05 Turns out, he announced this during a press conference with Iraq about the progress in Iraq.

Manuelo Fernanda, I don’t know who you are, but at the end of my post I edited that and said it was at a joint press conference with Iraq, and he took a question on Katrina.
